# Facebook ads not delivering: checks before you change anything

Facebook ads usually fail to deliver because of a status, account or payment problem, a schedule, or settings that limit auction opportunities. Check the Delivery column at the campaign, ad set and ad levels before changing budgets or rebuilding ads. An Active campaign does not mean every ad inside it is running.

## Why are my Facebook ads not delivering?

Start with the blocker Meta actually shows, then work from the account down to the individual ad. This avoids paying more to solve a problem that a larger budget cannot fix.

Use this order:

1. Confirm the ad account, reporting dates and affected campaign. Record whether impressions and spend are both zero or just lower than expected.
1. Read the Delivery column at all three levels, including any error or warning detail.
1. Check billing, spending limits and advertising restrictions.
1. Check the start date, end date and allowed running hours.
1. Review audience size, bid or cost controls and the budget for the selected performance goal.
1. Check learning status and recent changes.
1. Check Meta's status page if several otherwise healthy campaigns stopped together.

Meta's troubleshooting guide starts at the campaign level for Advantage+ campaign budgets and at the ad set level for ad set budgets. Follow that distinction: a restriction on the budget owner can affect several ads, while an individual rejected creative may affect only one.

## What does the delivery status say?

The Delivery column describes the selected object, not the health of your whole account. Hover over an error or warning to read the specific problem before choosing a fix.

| Status | What Meta says it means | What to check next |
| --- | --- | --- |
| Active | An ad is running normally; a campaign or ad set can be Active because at least one ad is running | Inspect the affected ad itself and the selected reporting period |
| In review | Meta is checking the ad against its Advertising Standards | Review when it was submitted or last edited |
| Rejected | The ad does not comply with Meta's Advertising Standards | Read the reason; request review if you believe it is incorrect |
| Scheduled | The ad set starts in the future | Check its start date and schedule |
| Processing | Meta is applying your changes | Allow processing to finish and inspect the resulting status |
| Preparing | Review passed; Meta is matching the ad to a bid and audience before its first impression | Check how recently it passed review |
| Learning | The ad set is still exploring delivery | Review results since its last significant edit |
| Learning limited | There are insufficient results to exit learning | Investigate the constraint rather than treating it as rejection |
| No ads | No published ad exists in the campaign or ad set | Check whether the intended ad remains a draft |
| Ads off or Ad set off | A child ad or ad set is off even though the campaign is on | Inspect the relevant toggle and schedule |
| Completed | The scheduled end date has passed | Confirm whether the run was supposed to continue |

Status definitions checked against Meta's delivery reference on October 9, 2026. Meta also distinguishes Error, Warning, Pending, Active and Inactive icons; the message underneath an icon is the useful diagnostic detail.

## Is the problem billing, a restriction or ad review?

A failed payment or advertising restriction can stop delivery regardless of how good the creative or targeting is. Fix the account issue before experimenting with campaign settings.

Open Billing & payments for the correct account. Check an unsettled balance, a failed payment method, available funds where applicable, and spending limits. Meta says failed payments pause ads and can disable the account until the amount due is paid. Paying a balance does not rule out a separate daily spending restriction.

Use Meta Business Support Home to inspect restrictions on the business portfolio, ad account, Page or person advertising. Follow the displayed action; rebuilding an ad does not resolve that restriction.

For an ad in review, Meta says most reviews finish within 24 hours, but some take longer. That is an estimate, not a deadline. Targeting, creative, optimization and billing-event edits can trigger another review. If the ad is rejected, inspect the reason and request another review when appropriate; do not keep resubmitting without addressing it.

## Could the schedule or auction settings block delivery?

A campaign can be enabled while its schedule or auction settings leave few opportunities to run. Check the configuration before increasing spend.

### Is the ad scheduled to run now?

Check both the campaign and ad set schedule where those controls apply. Look for a future start, an expired end date or gaps in allowed running hours. Confirm the account's displayed dates rather than comparing them only with your computer clock.

### Are spending or bid controls too restrictive?

Meta lists restrictive ad set spend limits, bid caps and cost-per-result goals among possible delivery constraints. Compare the setting with the result you are asking the system to find. A budget suitable for link clicks may be insufficient for a much rarer purchase event.

Removing a control changes your spending safeguards. Record the reason, the permitted budget and who approves the change before testing a different setting. Changing all the controls together makes it harder to identify which one mattered.

### Is the audience too narrow or overlapping?

Meta says a narrow audience can limit delivery. It also warns that similar audiences across your own campaigns or ad sets can create auction overlap. Inspect both issues before duplicating the same targeting into another ad set. A new copy can add fragmentation instead of removing it.

## Why are my Facebook ads active but not spending?

Active does not promise that every ad will spend its budget. Meta specifically says ads can remain listed as Active after reaching an account spending limit, even though delivery pauses. Check that limit, the individual ad and its parent settings.

Separate three cases: no impressions yet, impressions with very little spend, and spend with no recorded conversions. They need different investigations. The last case is not automatically a delivery failure: check [missing or duplicate conversion events](</library/meta-capi-missing-duplicate-events>) and the relevant dataset in [Meta Events Manager](</library/meta-events-manager>).

For a new campaign using Advantage+ campaign budget, Meta's troubleshooting page says delivery can take up to 24 hours to appear. Inspect Preparing or Processing status before editing again. If the ad set shows Learning or Learning limited, use the [Facebook ads learning-phase guide](</library/facebook-ads-learning-phase>) to review results and the last significant edit.

## Is there an issue with Meta ads right now?

Check [Meta's official status dashboard](<https://metastatus.com/>) for Ads Manager and the relevant business product. Compare an incident's timing with the time your delivery changed.

A quiet campaign is not proof of an outage. Record the incident and continue checking the account if delivery remains affected after recovery; this guide does not assert a current outage.

## What should I avoid changing while diagnosing delivery?

Avoid unnecessary edits, repeated copies and large unexplained budget changes. Meta's learning guidance warns that significant edits reset learning and that many similar ads or ad sets divide the available learning.

That does not mean an ad must never be recreated. Meta's campaign troubleshooting page gives deleting and recreating an ad as a later fallback after at least 48 hours when its listed checks have not resolved the issue; for several affected ads, it recommends support. Treat that as a final diagnostic step, not the first response to every quiet hour.

Once ads are delivering, declining response is a different problem. Investigate Facebook ad fatigue rather than repeatedly treating it as a delivery error.

## How can Plainrouter help review the problem?

After you [sign up](</register>) and connect Meta, your agent can inspect retained campaign data and delivery statuses through Plainrouter. Read the [account inventory documentation](</docs/actions/account-inventory>) and [status reference](</docs/reference/statuses-and-terms>), including freshness: stored reads do not contact Meta or produce a live report. The agent can propose [supported pauses, resumes and daily-budget changes](</product/actions>); Ask mode requires an authorized person to approve an agent's change. Plainrouter does not fix delivery or remove Meta's restrictions. Its [Meta ads agent workflow](</solutions/meta-ads-agent>) helps keep the review and a supported change separate.

## Frequently asked questions

### What does “not delivering” mean?

It means the selected ad is not serving as expected, but it is not a diagnosis by itself. Read its Delivery status and hover detail to distinguish review, scheduling, a disabled object and an error.

### How do I fix a Facebook ads delivery error?

Open the specific error in Ads Manager and address its stated cause first. Then check billing, restrictions and the parent campaign or ad set before changing the ad.

### Does Learning limited mean the ad is rejected?

No. Meta describes Learning limited as insufficient optimization events, not an Advertising Standards rejection. Rejected is a separate status.

### Should I increase the budget when an ad is not spending?

Only when the evidence points to budget as the constraint. A payment failure, future schedule or rejected ad needs a different fix, and a large budget edit may restart learning.
