# How should I structure Meta campaigns and ad sets after Andromeda?

Structure Meta campaigns around the business objective, budget control and audience constraints, then combine genuinely similar ad sets where fragmentation is the problem. Meta documents consolidation and Advantage+ options, but the sources reviewed do not prescribe a universal “1–1–N” campaign structure for Andromeda. A platform limit is a ceiling, not the number of ads you should run.

## Does Andromeda require a new campaign structure?

Andromeda is the retrieval stage that builds an ad shortlist; it does not replace the campaign, ad set and ad controls. The [Andromeda overview](</library/meta-andromeda>) covers the engineering changes. Here, the useful question is which settings need to stay separate and which duplicated structures divide the same opportunity.

Meta's [consolidation guidance](<https://www.facebook.com/business/help/2419480091640105>), checked October 22, 2026, says similar ad sets can fragment audiences and give each setup fewer opportunities to learn. Combining them may help when objectives, creative and intended audiences substantially overlap. That is a reason to examine duplication, not an instruction to merge every country, offer or business constraint.

Our planning interpretation: keep a separate structure only when you can name the decision it allows you to control or measure. Use reporting breakdowns for visibility where appropriate; Meta's consolidation page specifically suggests them as an alternative to fragmenting audiences just for reporting.

## Which documented limits shape the structure?

Meta's limits and feature conditions describe what can be created or selected. They do not establish an ideal creative volume. Each row below was checked directly on Meta's pages on October 22, 2026.

| Setting | Meta's documented limit or default | Source and check date |
| --- | --- | --- |
| Ads in one ad set | Up to 50 ads. The Help Center states that limits include active and inactive objects, including ads that are off. The developer reference specifies 50 non-archived ads. | [Ad-account object limits](<https://www.facebook.com/business/help/652738434773716>) and [Ad Set reference](<https://developers.facebook.com/docs/marketing-api/reference/ad-campaign/>), October 22, 2026. |
| Regular account object limits | Up to 5,000 campaigns, 5,000 ad sets and 5,000 ads. These are separate account-level limits; managed advertisers have different account allowances. | [Ad-account object limits](<https://www.facebook.com/business/help/652738434773716>), October 22, 2026. |
| Flexible format asset selection | Up to 10 images and videos in the selection described by Meta; the format is selected at ad level. Availability varies, so confirm the workflow shown in your account. | [Flexible format](<https://www.facebook.com/business/help/835561738423867>), October 22, 2026. |
| Flexible format objective eligibility | The reviewed page lists Traffic, Engagement, Sales and App promotion, with conversion-location conditions. It warns that the feature may not be available and links to a newer workflow. | [Flexible format](<https://www.facebook.com/business/help/835561738423867>), October 22, 2026. |
| Campaign budget with one ad set | Meta says this works the same as an ad set budget. A campaign budget with several ad sets distributes budget across them; optional spend limits are available. | [Choose your budget strategy](<https://www.facebook.com/business/help/1602924913861363>), October 22, 2026. |

Do not confuse assets inside an ad with separate ads inside an ad set. Nor should you read the 50-ad maximum as a recommendation to fill every slot. Meta's learning guidance warns that running many ads and ad sets can leave the system learning less about each.

## How do Advantage+ campaigns and audience settings affect the choice?

Meta's [current campaign-experience page](<https://www.facebook.com/business/help/1292656978738967>), checked October 22, 2026, describes Advantage+ setup for Sales, App promotion and Leads. It also says manual campaign features remain available and some regulated categories may not have all Advantage+ features. “Advantage+” does not mean every account, objective and category has identical settings.

[Advantage+ audience](<https://www.facebook.com/business/help/273363992030035>) uses Meta's AI to find people beyond an audience you would define manually. The reviewed page recommends testing it for most campaign types but does not recommend it for retargeting. Check the actual audience controls and suggestions in the setup; do not assume that every suggested characteristic is a hard restriction.

Choose the budget strategy deliberately. A campaign budget allocates across ad sets to pursue the campaign's results; an ad set budget supports separate budget schedules or bid strategies. Neither gives each individual ad an equal test budget. Preserve genuine business constraints rather than copying a campaign diagram whose purpose is unclear.

## What about the learning phase?

Combining genuinely similar setups can concentrate learning, but a restructure is still a change. Review current status, results and significant edits before intervening, and avoid repeated changes made solely to remove a label. The [learning-phase guide](</library/facebook-ads-learning-phase>) covers that diagnosis and the exceptions without repeating it here.

If the goal is a comparison between creatives, structure the measurement as well as the account. The [creative-testing guide](</library/meta-andromeda-creative-testing>) distinguishes randomized A/B tests, Meta's in-campaign creative-test feature and ordinary optimization.

## Is “one campaign, one ad set, N ads” Meta's rule?

A fixed “1–1–N” structure, or a single recommended N for every ad set, was not found in Meta's published sources as of October 22, 2026, within the documentation reviewed here. Those can be practitioner frameworks, but they need a stated purpose and should not be presented as an Andromeda requirement.

A useful plan records the objective, audience constraints, budget owner, optimization event and reason for every separation. It also distinguishes a product cap from the number of ads the available budget can meaningfully evaluate. This is a planning checklist, not a promise of performance.

## Frequently asked questions

### How many ads can I put in a Meta ad set?

The reviewed Meta documentation allows up to 50, including inactive ads under the Help Center's counting rules; the API reference describes non-archived ads. That is a technical ceiling, not an instruction to run 50 ads.

### Does Andromeda mean I should combine all my ad sets?

No universal instruction to do that was found in the reviewed Meta sources. Meta recommends combining similar setups to reduce fragmentation; preserve separate controls where the business actually requires them.

### Are ten Flexible assets the same as ten ads?

No. An asset selection inside a Flexible ad and the count of ads in an ad set are different controls. Check feature availability and the current creation workflow instead of assuming an old screenshot matches your account.

### Should campaign budget give every ad an equal share?

No equal per-ad allocation is established by the documented campaign-budget behavior. It distributes budget across opportunities; use a suitable experiment when the question requires a controlled comparison.

## Sources and method

Meta object-limit, Ad Set, Flexible format, consolidation, Advantage+ campaign, audience and budget pages linked above were read October 22, 2026. [Meta's learning-phase documentation](<https://www.facebook.com/business/help/112167992830700>) was checked the same day. This is a dated documentation comparison, not a tested account structure or a recommendation based on private ad performance. No account or campaign was accessed or changed.
